Mr. Doering is the founder of Innovative Tolling and a recognized expert in the transportation industry, with over 30 years of experience in tolling, road usage charging, and intelligent transportation systems. He began his career working on I-15’s HOT lanes and has since led large-scale technology deployments and operations across the U.S. and Europe.
With a background in both roadside and back-office systems, Scott brings deep industry knowledge and hands-on leadership to every engagement. His degrees in Computer Science and Mathematics from the University of San Diego reflect his strong technical foundation. At Innovative Tolling, Scott partners with agencies to modernize infrastructure, reduce complexity, and deliver practical, future-ready solutions.
